MERCURY focuses on the accountability of mercenaries in armed conflicts, analyzing their operations and the legal frameworks surrounding them. The project aims to identify pathways for justice and remedies for victims affected by mercenary actions.
The recent increasing use of mercenaries in armed conflicts such as in Libya, Central African Republic, Nagorno-Karabakh, Mali, and Ukraine has focused attention on some of the problems arising from the deployment of these private actors.
Their involvement in proxy wars, predatory recruitment, and asymmetric warfare, which internationalise, exacerbate, and prolong armed conflicts, creates space for grave human rights abuses and war crimes.
