This project examines the evolution of the concept of corruption in Southeastern Europe during the 18th and 19th centuries. It analyzes historical documents to understand administrative malpractice and its impact on modernization processes.
The transition from the Old Regime to modern European states in the 18th and 19th centuries entailed a transformation in the meaning of “corruption”.
While seen as a moral failure from Antiquity to the Early Modern period, with the separation of the public and private domains in the 18th and 19th centuries, corruption came to be strictly defined as the abuse of public office.
